At a meeting of the Rules Committee of the Arizona Legislature, members approved two mass motions advancing a total of 22 measures, including three non‑budget Senate bills and 16 budget bills plus three concurrent resolutions.
Representative Wynne moved the first mass motion to deem Senate Bills 1500, 1507 and 1537 constitutional and in proper form. Tim Fleming, rules attorney, told members the office reviewed the measures and concluded they are constitutional and in proper form. The committee approved the motion on a roll call, with eight aye votes and no recorded no votes.
Representative Wynne then moved a second mass motion to advance a group of budget measures—Senate Bills 1735 through 1750—and three concurrent resolutions described in the motion as Senate Concurrent Resolution 10, 1041 and 1042. Fleming said the office had reviewed those budget measures and reiterated prior comments that the constitutional issues raised in earlier reviews related to style and mechanics rather than policy choices. That motion also passed on a roll call of eight ayes.
