Leander planning commission hears administrative updates; council approved Crystal Falls zoning, VFW PUD and Paradox smoke shop permit

The City of Leander Planning and Zoning Commission received administrative updates from Director Griffin at the start of its meeting, including recent City Council approvals and upcoming review items.
Director Griffin said the City Council approved a zoning change for property on Crystal Falls Parkway, a minor planned-unit development for a VFW post and a special use permit for the Paradox smoke shop. Griffin said the Paradox permit included conditions restricting signage and exterior paint to remain as currently approved. Griffin also reported the council approved annexation of Barksdale Phase 3; he said that annexation will have a final reading at the City Council’s July 1 meeting and that the Barksdale comprehensive plan and zoning were approved as part of that action.
Griffin told commissioners that an item on microtrenching has been postponed while staff and external providers — he named Google Fiber and AT&T — work on added regulations for streets without curves. Griffin said the commission will review the CIP budget at upcoming meetings; the first session will be a training for commissioners and the formal capital-improvement-plan review will follow in August. The training date was referenced in the meeting as the “20 fourth” (the transcript is unclear) and the commission later confirmed the full CIP review will occur in August.
During the meeting the commission approved the consent agenda (items 6–13) on a single motion. Commissioner Landrip made the motion; Commissioner Morales seconded. The chair called for all in favor and the motion passed. Item number 14 on the public-hearing agenda was postponed and not discussed that night.
Why it matters: approvals and postponements reported by the director affect upcoming council action items, the timeline for Barksdale Phase 3 annexation and the city’s near-term utility regulation work. The CIP review will be an opportunity for commissioners to examine capital spending priorities.
The commission did not take additional formal action on the items the director described; Griffin and commissioners directed staff to return with the microtrenching regulatory language and to place the CIP training and review on future agendas.
