Council declares emergency for North Boyer Road culvert; authorizes mayor to approve emergency procurement and repair

The council declared an emergency on June 25 for North Boyer Road after public-works staff discovered a rapidly failing culvert and closed the roadway to protect public safety.
Public Works Director Holly Ellis said inspections in early June identified deformation and a loss of foundation material on the culvert under North Boyer Road, and that the pipe appears to be more than 40 years old and likely at the end of its useful life. The city closed the road after observing rapid deterioration and established detour routes (Troyzer Cutoff, Highway 95 and Bronx Road). Ellis said the pipe shows bowing and deformation and that the roadway would be at risk of collapse if the culvert failed.
Staff recommended emergency procurement to remove the existing culvert, install a new culvert sized and designed per hydraulic and geotechnical design (to meet a 100-year storm standard), restore the stream channel and repair the road. Ellis said the city will pursue Army Corps and Idaho Department of Lands permits (404/IDL) and intends to self-procure the culvert material to shorten lead time; she also said local contractors with prior culvert experience have been identified.
Action: Council declared the North Boyer Road culvert an emergency and authorized the mayor to execute necessary expenditures and use emergency reserves to expedite design, permitting and construction. The motion passed by roll call.
What’s next: Staff will engage engineers for site, hydraulic and geotechnical design, obtain required environmental and construction permits, procure the replacement culvert and coordinate construction with identified local contractors and partner agencies to reopen the road once repairs are complete.
