Colfax swaps Local Transportation Funds with Roseville under PCTPA to match project timing

City staff told the Colfax City Council on June 20 that the city participated in a Local Transportation Funds (LTF) reallocation with the City of Roseville under the Placer County Transportation Planning Agency (PCTPA) to align project timing and funding availability.
Staff said Colfax transferred $70,000 in LTF bicycle and pedestrian discretionary funds to Roseville to allow Roseville to proceed with the more imminent Dry Creek Greenway phase 2 project. In turn, Roseville allocated a total of $81,111 in less-restrictive LTF funds back to Colfax for use in fiscal year 2025–26, according to the staff report.
The swap was described as a routine cooperative arrangement used previously to manage project schedules across jurisdictions so projects can proceed when they are ready. Staff said these reallocation practices had previously been used to support the construction of a roundabout in Colfax.
Staff invited questions and said the transfer would allow Roseville to use funds in the current fiscal year while giving Colfax access to more-flexible funds in 2025–26 when Colfax’s projects are ready to proceed.
