Planning commission adopts city natural resources inventory as reference for reviews

The Torrington Planning and Zoning Commission on June 25 adopted a Natural Resources Inventory (NRI) prepared by the Conservation Commission with assistance from interns at Central Connecticut State University and the University of Connecticut, and designated the online NRI as a primary resource for conservation review and future updates to the Plan of Conservation and Development.
Assistant city planner Nate Nardice Cyrus described the NRI as a consolidated, web-mapped compilation of existing data on the city’s soils, geology, mines, water resources, biological features and open-space resources intended to streamline project review and inform policy. The NRI is publicly available through the Conservation Commission’s web map and includes layers and narrative material that staff said will be updated periodically.
Why it matters: the document centralizes technical resource information that can speed project review and help planners and conservation reviewers identify sensitive features during site-plan and special-exception reviews.
Action: the commission adopted Resolution No. 1-25 acknowledging and accepting the Natural Resources Inventory for the City of Torrington and directed that the NRI be used as a reference for conservation commission reviews and that it inform future POCD revisions.
Next steps: staff and the Conservation Commission will maintain the online map and incorporate NRI findings into review checklists used during referrals to conservation and planning staff.
