Capital projects oversight committee seeks clearer public materials; new high school still targeted for construction in March 2026

Tom Mullins, the district's director of capital projects, told the board on June 24 that the Capital Projects Oversight Committee asked for clearer, more user-friendly information about levy- and bond-funded work and for better explanations of change orders and schedule deviations.
"They wanted...a little more information concerning change orders, a better explanation on change orders and what they were for instead of just naming change order 1 or change order 2," Mullins told the board. He said the committee — 26 members with 17 attending the June meeting — also asked for expanded one-page project summaries and clearer descriptions of project scopes and schedule deviations so the public can understand current status without digging through multiple documents.
Board members asked whether committee members knew how to find project information on the district website. Mullins said some had, while others had not; the committee's feedback will also inform improvements to discoverability. A board member suggested the district highlight key topics periodically rather than expect users to navigate to dense pages.
On the district's new high school, Mullins said staff are "still in the process of making revisions to the existing project" and have met with city staff about the submittal and review schedule. He said the district still has a target construction start date of March 1, 2026, and is "still expecting the opening date to be August 2027." Mullins noted that some projects in the 2018 levy are complete or near completion, and that the 2022 critical repairs levy has one completed project, one substantially complete and 12 projects in process.
The board scheduled the next Capital Projects Oversight Committee meeting for Sept. 16. District staff said they are adding more updated materials to the capital projects website on an ongoing basis and will consider formatting changes to produce consumable summaries for the public.
No formal vote was taken on the committee's recommendations; the discussion focused on improving transparency and discoverability of levy and bond information.
