Syracuse board holds public hearing open on window-film plan for 350 Montgomery St.

The Syracuse Landmark Preservation Board on June 26 held open a public hearing on a certificate of appropriateness application for 350 Montgomery Street to allow board members to view a full-scale mock-up of an interior-applied photographic window film before deciding.
The matter concerns an application filed as CA-2517 for window replacement/film at the property in the Columbus Circle Preservation District. The applicant, Michael Frisina, described a photographic film applied from the interior that “will match almost 1 to 1” with the existing glass pattern while allowing light through.
Board members said they were conceptually supportive but wanted to see the film in situ before making a decision. “We need to see it in situ,” said Julia Marshall, adding that the mock-up currently presented appeared “way vibrant” because it was opaque and out of scale. Marshall suggested board members walk across the street to view the film applied on a sample window.
Kate Alweder, board staff, coordinated meeting logistics and will schedule the mock-up review. Frisina said he had obtained mock-up materials and would work with Alweder to provide a full-scale sample on the building when available.
Because the board decided to keep the hearing open, no approval, approval with conditions, or denial was issued at the meeting. The board said it will accept further evidence requested by staff and revisit the item at the next public hearing.
The board’s action preserves the administrative record pending an in-place mock-up and further comment from any members of the public who wish to speak at the continued hearing.
