The Laguna Beach Design Review Board on June 26 approved Design Review 25-0347 and Coastal Development Permit 25-0348 for a remodel and additions at 2729 Victoria Drive that include multiple rebuilt decks, exterior material changes, and a proposed lower-level swimming pool.
Staff told the board the 3,020-square-foot lot has a steep 39% slope and currently contains a three-level single-family dwelling with 1,573 square feet; the project proposes a 400-square-foot footprint of additions across three levels, replacement of asphalt shingle roofing with standing-seam copper with a patina finish, new horizontal shiplap stained wood siding at the front elevation, off-white stucco at the rear elevation, glass deck railings, composite decking and new stairs. Staff noted an adjacent property owner raised concerns about privacy and potential pool-equipment noise.
In response, staff recommended conditioning the permit to limit pool-equipment operation to 9 a.m. to 9 p.m. and to ensure all pool equipment meets the city’s noise limitations at plan check. The applicant proposed wood slat screening to visually screen the pool and equipment from neighboring properties and from the lower Ward’s Terrace below.
After asking questions about outreach to the concerned neighbor, board members deliberated that the project fits the site and the neighborhood context; they adopted Resolution 25-0347 approving the design review and the coastal development permit and found the action exempt from CEQA. The roll-call vote was unanimous.
