Senior center urged to submit bids and prioritize capital requests, commissioners say

The president of the Burlington Senior Center, Mark, met with commissioners to explain a budget request that included both operating items and several proposed capital projects.
Mark said the center's wheelchair ramp work is scheduled to begin around July 1 and that the contractor already holds permits: "The wheelchair ramp starts around the July 1. I have the contractor. He has all the permits taken care of." He also described plans to repaint the outside and asked how those capital costs should be presented to the county.
Commissioners responded that routine maintenance and operating costs are best handled through a baseline annual budget while larger, discrete capital projects should be brought forward with bids when the need arises. One commissioner suggested a $20,000 baseline operating figure and that capital projects be submitted as itemized requests with contractor bids.
Mark said the center's potluck attendance and programming have increased since he took over and that the group is working to restore 501(c)(3) status so donors can receive tax receipts. "We have 200% increase since I started," he said about potluck turnout.
Commissioners advised the center to refile a revised budget that separates ongoing operating expenses from one-off capital requests and to return with contractor bids for any repair or construction projects.
