The Planning Commission voted June 26 to approve a major amendment to a planned development overlay (25 PD 14) granting an exception for an oversized detached garage on a 1.69‑acre lot in the Enchanted Pines neighborhood.
Staff planner Jessica Olsen said the neighborhood contains larger lots and that topography constrained placement of the garage behind the house. The proposed detached garage footprint would be sited on a flatter portion of the lot; the structure measures roughly 24 feet wide by 56 feet long and has an average height the applicant set at about 21 feet, compared with a typical 15‑foot cap for detached accessory structures. Staff recommended approval subject to stipulations requiring the garage materials, color and a 4‑foot rock wainscot to match the house and for landscaping to be installed prior to final inspection.
Representatives for the owner described the proposed metal siding and roof as a low‑maintenance choice that will match the home’s color and roof pitch. Gary Sabers, representing the owner, said the owner intends the building to be “maintenance free” and to complement the existing residence. Contractor representative Brad Beer (Morton Buildings) described construction quality and material choices.
Commissioners asked about pedestrian access and drainage. Staff replied that a sidewalk connects the garage location to the house and that erosion, sediment control and drainage plans are required as part of the building‑permit review; the city’s permitting process will address those technical requirements before final inspection.
A motion to approve the PD amendment and the exception to height and size passed after the applicant agreed to the design and landscaping stipulations. The motion carried by voice vote; staff will require the landscaping shown in the site plan and the material/color matching as conditions of final approval.
Why it matters: The exception permits a larger detached accessory building than typical for the district but uses setback, material and landscaping requirements to limit visual impacts on neighbors. Staff and the owner said topography and lot size limited alternative placements.
Next steps: The applicant must secure building permits and complete the required landscaping and erosion‑control elements before final inspection.
