Rapid City approves two TIF districts to support Liberty Land development and Catalyst sports complex

The Rapid City Planning Commission voted June 26 to create two tax-increment financing (TIF) districts intended to underwrite public infrastructure for a proposed Liberty Land mixed-use entertainment development and a connected Catalyst district that would support an indoor sports complex and other public improvements.

Finance staff described Liberty Land as a multi‑phase project centered on a 38.6-acre commercial entertainment zone with an adjacent 130-acre residential/resort village area and discretionary public amenities. City staff said the Liberty Land project plan proposes a $125 million TIF grant portion toward an estimated $171 million initial construction package; the developer would receive 86.8% of certified increment while the city would retain 13.4% for administration and repayment oversight. Mike Dugan, presenting for finance, said the 20‑year incremental projection is conservative and that the development could generate additional revenue if future undeveloped parcels are enrolled.
