City staff member Ms. Morris, who presented the draft, said the authority and plan grew from earlier regional efforts and an interlocal agreement (ILA) that would run 40 years with two 10-year extensions. "As a part of the formation conditions, there are 2 things that have to happen. 1 is the master plan of operations, which is the draft we're talking about, has to be approved. And the second is the facilities amendment," Morris said, adding that if both are not approved within three years the authority would dissolve.
The nut of the draft is that it models current and projected waste and recommends a package of facilities and services. Morris said consultants modeled county waste streams through 2065, identified potential county- or municipally owned land for facilities, and offered five implementation…
