Key procedural outcomes announced on the floor: - Items 1 through 10 on the regular agenda were approved (with item 4 previously continued); roll call recorded 12 ayes. - Item 4 was continued to Feb. 25, as requested by the filer. - Item 11 was continued to March 21. - Item 21 was continued to Feb. 22. - Item 22 was continued to Feb. 23. - Items 12 through 20 (with items 16 and 20 handled separately) were approved as presented, with item 20 amended to request a report back from the Information Technology Agency (ITA); roll call recorded 12 ayes. - Item 16 was called special and was the subject of an expanded discussion and a separate unanimous vote (see separate article on Item 16). - Item 17 was reconsidered so the council could introduce 17a, a clarifying substitute recommended by the City Attorney; the substitute motion passed on roll call, 12 ayes.
Councilmember Zakowski moved a technical amendment to item 8 to adjust account amounts; the amendment was accepted and included in the roll call approving the grouped items.
Motions for posting and referral were approved unanimously. Requests to be excused from attendance for specified members were accepted.
Public comment on non-agendized matters included speakers urging protection of hotel worker jobs amid a pending sale and remarks supporting the Los Angeles Police Department. The council adjourned in memory of multiple community members, including an LAPD sergeant and a child killed in a hit-and-run; the clerk noted the hit-and-run driver was later apprehended.
