The Senate Education Committee voted to refer Assembly Bill 419 (AB 4 19) to the Senate Judiciary Committee after hearing testimony in strong support from bilingual education and teachers' organizations.
AB 419, presented by Assemblymember Connolly, requires schools and county offices to display and post the California Attorney General's "Know Your Educational Rights" guide. The guide summarizes what information is required for school enrollment, steps families can take to protect student information and resources for preparing if a parent or guardian is detained.
Jennifer Baker of the California Association for Bilingual Education said the requirement will increase transparency and empower immigrant families to access education without fear. "When students and families know what their rights are, we can take an important step to creating a caring and effective learning environment," Baker told the committee. Tiffany Mok of the California Federation of Teachers also supported the bill, saying fear of enforcement undermines learning.
A slate of education groups — including county offices, teachers' unions, community‑based organizations and local districts — registered support in the room. The committee recorded a motion and moved the bill to Judiciary with a recorded vote in favor.
