Hooksett — The council approved a revised list of year-end encumbrances and authorized a related budget transfer.
Finance staff (Christine) presented an updated encumbrance list and explained that two items on the original list — police MDTs and the newly accepted ballot machines — had been received or acted on and were removed from the encumbrance total. After those adjustments, the total recommended encumbrances to carry forward was $386,848.88. The council voted by roll call to approve the encumbrances as presented (items 1–16, removing items 2 and 13 from the packet).
Nut graf: The action formalizes carry-forward commitments for items previously discussed by staff and sets accounting entries consistent with the council’s earlier guidance on the default operating budget.
Christine then presented a budget transfer (labeled Transfer 2026-01 in the packet) that implements the council’s approved default budget line items. A councilor moved to authorize the chair to sign the transfer; the motion passed on a recorded voice vote and the chair agreed to sign the paperwork once circulated.
Ending: Staff will finalize the paperwork and circulate the signed transfer; the encumbrances will be recorded in the town’s year-end accounts.
