Transportation Commission recommends common council approve updated elected/appointed code of conduct

Karen Kapusta Popo, chief of staff to the Common Council, presented proposed changes to Madison’s elected and appointed official code of ethical conduct and the related harassment appendix at the Transportation Commission meeting on June 25.
Kapusta Popo said the proposed revisions add general conduct expectations, new guidance about conduct toward city staff and the public, clarified use of “point of order” under Robert’s Rules, and a hearing process for alder censure. She told commissioners that boards, commissions and committees must place the code on their agendas annually and that council staff are collecting feedback from referred committees to forward to alders.
Commissioners discussed how to make the annual agenda item meaningful rather than a perfunctory checkbox; Commissioner Kyle asked whether the annual agenda requirement is intended primarily as a refresher, and Kapusta Popo said it is intended to serve as an opportunity for committees to discuss and familiarize themselves with the code.
Commissioner Lynn Olsen moved that the Transportation Commission recommend approval to the Common Council; Commissioner Robbie Weber seconded the motion. The commission voted by unanimous consent to forward the recommendation to the Common Council. When discussing the proposed censure hearing language, Kapusta Popo noted the draft would require two alder sponsors to introduce a censure resolution and would detail a hearing process rather than relying solely on a simple majority censure vote.
Commissioners and staff also discussed onboarding: the draft requires elected or appointed officials to be provided a copy of the policy upon entering office and to acknowledge receipt; commissioners asked staff to consider stronger, clear language in the policy to ensure each BCC schedules the annual review at a predictable point in its yearly work plan.
No binding changes were made by the commission; the action taken was a formal recommendation to the Common Council.
