The Dana Point Planning Commission on June 23 voted to recommend that City Council adopt General Plan Amendment 22‑001, which updates the circulation and mobility and economic development elements of the city’s general plan and approves an addendum to the city’s certified 1991 environmental impact report.
City consultants and staff summarized the multi‑year update and public outreach process. The work focused on refining circulation goals (including bike and pedestrian networks, multimodal safety and coordination with Orange County Transit Authority) and consolidating economic development policies to leverage the harbor, beaches and local businesses. The project scope did not change the city’s land use plan; GPAC members and staff determined land use changes were not necessary as part of this update.
Colin Drucker of PlaceWorks and staff explained the update aims to close gaps in walking and bicycling networks, refine transit coordination and provide a citywide framework for parking and mobility decisions. The commission reviewed the draft element language and supporting studies and had no public speakers on the item. After discussion, the commission voted to forward a recommendation for council adoption with the addendum to the 1991 EIR.
Motion and vote: Planning Commission moved and seconded a recommendation to City Council to adopt General Plan Amendment 22‑001 and the addendum to the certified 1991 EIR. The motion passed on a unanimous voice vote.
Next steps: Staff said the item will be scheduled for City Council review later in 2025, with additional transportation technical work (e.g., VMT thresholds, arterial map coordination with OCTA and safety element refinements) to be finalized before or concurrent with council hearings.
