Council voted to authorize a three‑year agreement with one three‑year renewal option with Matrix Imaging Solutions, LLC, for printing and mailing of utility bills. City staff reported the service is currently provided under an expiring contract, the competitive procurement received three responses from 33 solicitations, and the estimated annual cost is $134,100.48 (approximately $804,602.88 if all extension options are exercised). The water fund utility billing operating budget will fund the work.
Also approved was a one‑year contract with up to four optional one‑year renewals with Ed’s Electric for electrical maintenance and repair services, with an annual not‑to‑exceed amount of $150,000 (up to $750,000 if all renewals are exercised). Staff said two responses were received from 34 solicitations and the vendor has previously worked for the city.
The council authorized purchase of building identification and interior signage from Oak Spy Signs and Graphics for an estimated $8,044.15 to rename Building A as City Hall and Building C as City Hall Annex, and to add public‑facing interior signage; staff said ARPA interest earnings will fund the signage. Council also approved funds and authorization connected to the Local On System Improvement Project Agreement (LOSA) with the state of Texas to modify the traffic signal at FM 157 and Trojan Trail to a four‑way signal to accommodate a new roadway for the Gateway Village (formerly Campus West) development. Staff said the city’s estimated cost for the LOSA is $250,000 and that funds have been set aside; staff also said a developer agreement may be needed to formalize cost allocation with the project’s developer.
Councilmember Farco moved approval of the consent agenda; Mayor Pro Tem Gagliardi seconded. The motion passed unanimously.
The council meeting continued with separate public hearings and votes on rezoning and other land‑use items.
