MISD reports mixed preliminary STAAR results: growth in several grades, concerns in some areas

Midland Independent School District staff on Tuesday presented preliminary STAAR results for the 2024-25 school year showing mixed outcomes: gains in several reading and math measures but declines in certain grades and subjects.
The district's assessment director said preliminary third-through-eighth-grade reading results show growth in four of six reporting areas and math growth in five of six areas. She said the district will begin its third year of phonics-based instruction and expects continued growth in primary grades.
Staff noted specific declines: fifth-grade science showed a 1 percentage-point drop (from 28% to 27% meeting standards) and eighth-grade science rose 2 points (31% to 33%); eighth-grade social studies fell from 19% to 17%. The presenter said the preliminary data include more than 1,500 retesters and that the district submitted over 500 rescoring requests to the state after seeing an unexpected decline in English course outcomes.
"This is preliminary data... this is to be used as a data-analytical tool. This is not to be weaponized," the assessment lead told trustees and emphasized that numbers could change when the accountability dataset is released in late July.
Trustees asked about the causes of dips in fifth-grade math and English I; staff said the state also showed declines in some areas and that local retester and rescoring activity may be influencing results. Staff said STEMscopes math implementation expanded and that they will provide additional analyses, excluding retesters, on request.
The district said it will implement tutoring opportunities for retesters next year and will share rescoring outcomes when they are returned by the state.
