MISD adopts 2025—6 budget and approves final 2024—6 amendment; board told deficit reduced but year-end shortfall remains

The Midland Independent School District Board of Trustees on Tuesday adopted the district's 2025—6 budget and later approved a final amendment for the 2024—25 fiscal year.
Chief financial staff told the board the proposed 2025—6 budget carries a general-fund deficit of $7,890,000, with balanced budgets proposed for the child nutrition and debt service funds. The administration said the district's proposed tax rate subject to the Texas Education Agency's maximum compression rate would be about 87.7 cents per $100 of assessed value before small adjustments.
"The district is proposing a budget that is a $7,890,000 deficit," the finance presenter said, adding the number is substantially reduced from last year's larger gap. Staff described enrollment projections of approximately 30,103 students and an average daily attendance (ADA) projection of 27,103 (93% attendance) used in the budget model.
Trustees voted to adopt the 2025—6 budget as presented.
Later in the meeting the board considered a required final budget amendment for the 2024—25 fiscal year. Administration projected an ending deficit of about $29,000,000 for the current fiscal year after accounting for conservative estimates and pending items; staff said the figure will be finalized when auditors complete year-end work in October and November. The board approved the final amendment.
District staff said additional, not-yet-included receipts (royalty payments and the sale of district real property) and the state's 89th legislative changes will further affect the budget picture. Staff also said a defeasance resolution to pay down bonds will come to the board next month and be finalized in August, at which time the district will know the exact taxpayer savings.
Both motions passed by unanimous voice/hand votes.
