Votes at a glance: Council approves appointments, liquor licenses, annexations and zoning; delays a PUD vote

At its June 23, 2025 meeting, the Lincoln City Council voted on a range of routine and substantive items. The most significant outcomes from the meeting's votes are summarized below.

Key approvals - Consent agenda reappointments: The council reappointed members to several advisory boards, including reappointment of Jennifer Seacrest and JJ Totzlik to the Parks and Recreation Advisory Board and others; the consent agenda carried by roll call, Motion carried 7–0. - Liquor license applications (items 4A–4E): The council approved multiple liquor license and manager applications, including licenses for Casey’s (Crystal Carter manager), Bodegas Alley (Andrew Entrere, manager), and manager changes for Paisano’s; motion carried 7–0. - LES budget and rates: The council adopted the Lincoln Electric System revised annual budget for 2025 and the related rate schedules, both effective July 1, 2025 (each motion carried 7–0). Delays and procedural votes - PUD zoning item (district 33 LLC): Council considered a change-of-zone/PUD application for property near South 30th and A Street. After motions to amend and debate, the council voted to delay a final vote on the ordinance for one week (to June 30, 2025) to allow additional conversations between the applicant and neighborhood groups; the one-week delay carried 7–0. A proposed amendment to delay to July 14 failed 5–2. - Ambulance code amendment (title 7 revisions): The council moved to continue the public hearing and delay action on proposed amendments to ambulance/EMS-related municipal code sections to July 14, 2025; motion carried 7–0.

How the council voted - Several roll-call results were unanimous (7–0) for the consent agenda, liquor license approvals, LES budget and rates, and many zoning items.
