City manager updates: public‑health letter, City Hall reopening, mill rate change and cooling‑center plans

City Manager Carolyn Lear used the June 23 workshop to brief the Bangor City Council on several operational and policy items including a proposed sign‑on to a Maine Public Health Association letter about federal public‑health funding, a planned Bangor Water District presentation, the City Hall reopening timeline, a mill‑rate update, heat‑safety (cooling center) measures and a motion to go into executive session on a labor matter.

Lear said the Maine Public Health Association had circulated a letter to U.S. senators and that city staff recommended signing on. "The letter is written by the Maine Public Health Association, and it's open for a number of organizations to be able to sign on," said Jen Gunnerman, director of Bangor Public Health and Community Services, during the workshop. Gunnerman described the letter as highlighting specific federal‑budget cuts that would affect programs supporting Maine communities.
