County taps $399,350 in opioid settlement funds for day reporting center programs

Maria Kramer, director of the Office of Grant Management, joined by Major Craig Rowe, described a request to use $399,350 of local direct opioid restitution funds to support two Day Reporting Center programs in fiscal 2026: the Washington County jail‑based medication‑assisted treatment (MAT) program and the Recover, Rebuild and Reconnect reentry workshops.
Kramer said the state’s competitive grant round for FY 2026 received more than 150 applications and prioritized applicants without direct access to opioid settlement funds; because the county has local direct funds available, staff requested board approval to apply those local funds so the two programs can be fully funded for the year. Kramer said the funding source for the competitive program is state general funds and that the requested $399,350 will reduce the balance of the county’s local direct opioid restitution fund by that amount.
A motion to approve the use of local funds was made, seconded and approved by unanimous voice vote. Commissioners did not attach conditions or ask for further immediate follow‑up during the recorded discussion.
