Legislature approves county-wide employee assistance program contract at roughly $18 per employee

The Cayuga County Legislature on June 24 approved a resolution authorizing the chairman and the human resources administrator to enter into an agreement for employee assistance program (EAP) services for county employees.
The HR director explained the program would cost approximately $18 per employee per year and would be available to full- and part-time county employees and their families at no direct cost to the employee. Meeting discussion noted that mental-health counseling services are also covered under the county’s health insurance plan, but the EAP is used for counseling and as part of employee-discipline processes; officials said more than 100 employees and family members had used the county’s existing EAP in recent years.
Questions from legislators included whether the services could be provided through existing health-insurance coverage, how non-insured employees could access counseling, and whether the county would see increased insurance claims if EAP services were not in place. The resolution carried on a voice vote with one legislator recorded in opposition on the floor.
