Council sets hearings, approves minor subdivision as Ladera development moves forward

The Timnath Town Council on June 24 set public hearings for July 8 on two development ordinances and approved a minor subdivision that will create three finished restaurant lots and two larger work-in-progress lots inside the Ladera development.
Council approved, on first reading, a petition to expand the Ladera Business Improvement District boundary by about 14 acres and set a public hearing for July 8 at 6 p.m. Staff said the district, established in 2021, covers roughly 64 acres in phase 1 and the petition requests expansion to include additional parcels. The district's 2025 operating plan lists a capital budget near $30,000,000 and the petition indicates intent to issue bonds around $25,000,000; staff said the BID and associated metro districts have a maximum debt ceiling of $95,000,000 and authority to levy property tax up to 50 mills and a public improvement transportation sales tax covenant up to 0.5 percent. The town retains a tax credit of up to $5,000,000 for some portions of phase 1.
Council also approved on first reading and set a July 8 public hearing for an amendment to the Timnath Landing plan development (PD) overlay that would apply to approximately 252 acres of the Timnath Landing subdivision (Timnath Lakes North). Staff described the PD amendment as seeking targeted changes to dimensional standards to allow a variety of housing types; the full PD amendment will be heard at the July 8 public hearing.
Separately, the council unanimously approved Resolution 47, which authorizes Ladera Subdivision Filing No. 3, a minor subdivision that replats a 9.587-acre lot into five lots. The northern three lots are intended as finished restaurant pads, and the two southern lots are being held for larger regional commercial replatting in a forthcoming Ladera South filing, staff and the applicant said. The planning commission recommended approval 5–0 prior to the council hearing.
William Welch, program manager for Ladera, told the council the three northern lots are the "golden egg" sites where national restaurant tenants are ready to proceed and that completing the lots will help finish the northwest corner of the development and increase retail visibility from I‑25.
Connell Resources, which currently operates office and trucking facilities adjacent to the site, told the council it expects to begin work on a new off-site location in August and to move trucking office operations by October, with an asphalt plant expected to be operational at the new site in early 2026. "We have been approved for a new site, and we start work on that in August," a Connell Resources representative said. Council and the applicant said some on-site mining and materials operations will wind down gradually as the relocation proceeds.
Council voted 5–0 to approve the minor subdivision (Resolution 47) and to set public hearings on the ordinances expanding the BID boundary and amending the PD overlay. Staff said they will return on July 8 with the public hearings and any additional materials requested by council.
