Council requests Lane County surrender portions of Laura Street and Menlo Loop to Springfield

The Springfield City Council unanimously approved a resolution requesting that Lane County surrender jurisdiction of portions of Laura Street and Menlo Loop to the city, a final step in an intergovernmental agreement authorized in January 2022.

City Engineer Stan Petroff told council the transfer follows completion of a bond-funded project and annexation work. Petroff said Laura Street will be constructed in concrete and built to city standards; Menlo Loop and Aspen will be asphalt. The county has agreed in principle but must send the item to the Lane County Board of Commissioners for formal approval.

Petroff noted Aspen Street is not part of the jurisdictional transfer because it is a local access road maintained by property owners rather than the county.

Councilor Doyle asked about long-term maintenance costs and whether the streets would meet city standards; Petroff answered streets will be brought up to city standards before the transfer and that long-term maintenance needs should be modest, particularly for concrete sections.

Councilors also asked about project phasing, traffic staging and communication with affected businesses. Staff said they would provide a memo to council with the project schedule and a communication plan to notify businesses that rely on large equipment access.

A motion to adopt the resolution recorded votes as follows: Councilor Weber — yes; Councilor Moe — yes; Councilor Bradley — yes; Councilor Blackwell — yes; Councilor Doyle — yes; Councilor Stout — yes. The motion passed 6 yeses, 0 nos.
