Portsmouth officials say investigation under way into exterior staircase, permits after Portuguese American Citizens Club tragedy

Portsmouth Town Council members heard an update June 23 on the town's fact-finding into the recent tragedy at the Portuguese American Citizens Club, where attention has focused on an exterior staircase and whether it was constructed with required permits and inspections.

Town Administrator Mr. Rayner told the council that planning staff are compiling all available building and permit records related to the property and reviewing the town's files to determine the staircase history. "Given the age of the building, however, the records are limited, but we are assembling what we can," Rayner said.

The Portsmouth Police Department continues an active investigation, Rayner said, and town departments "are working to ensure information is shared appropriately and that all facts are carefully documented." He added: "Our focus remains on fact finding, transparency, and public safety. We will continue to update the council and the public as additional information becomes available." The statement echoed the council's repeated refrain that officials will not speculate or draw conclusions about fault while the investigation proceeds.

Rayner described the town's immediate priorities as determining when the staircase was built and whether it received the approvals and inspections required under town procedures. He said planners are prioritizing the searches but cautioned that older records may be sparse.

Council President Keith Hamilton thanked staff and reiterated that the town's support for the ongoing police work remains a priority. No formal action or vote was taken on the matter at the meeting.

The town asked residents to await further updates and said it will provide additional information as it becomes available, while noting ongoing sensitivity to the family and community affected by the incident.
