Planning commission approves 2025 annual update to Leawood comprehensive plan; full rewrite underway

The Leawood Planning Commission on June 24 approved the 2025 annual update to the City of Leawood comprehensive plan, a statutory review required to ensure the plan reflects current land‑use conditions and data.
Planner Cameron Ewing told commissioners the annual update updates the plan year references from 2024 to 2025, refreshes photos and tables with the latest American Community Survey data, and updates land‑use designation tables to reflect recent rezonings (for example, Iron Horse townhomes). No changes were proposed to chapter 4 goals and objectives or to the future land‑use map. Ewing said staff updated several tables and figures (including county and district tables) and adjusted a table on approved commercial development to include residential components for mixed‑use projects.
Ewing also reminded the commission the annual review is distinct from the ongoing full comprehensive plan rewrite; staff reported the city has executed a contract with consultant Olsen (and subcontractors) and has started initial work and community profile gathering. Staff said the comprehensive‑plan rewrite will rely heavily on public participation and is expected to take about 15–18 months, followed by additional time to update the Leawood Development Ordinance.
Commissioners asked for minor map corrections (for example, boundary street layers) and suggested future plan drafts emphasize environmental, energy and remote‑work trends in the larger rewrite. Commissioner Black moved approval; Commissioner Belzer seconded. The commission approved the annual update by voice vote.
Staff cited Kansas statute 12‑747, which requires the planning commission to annually review the comprehensive plan and report to the governing body. The approved annual update is a housekeeping step while staff and the consultant proceed with the comprehensive rewrite and subsequent ordinance updates.
