Background and scope: The grand jury published the report on June 11; under California Penal Code, governing bodies receiving grand‑jury findings have 90 days to file a written response. County Counsel Charlotte Scott told the board the ad hoc’s appropriate scope is to review the grand‑jury findings and recommendations, work with staff and counsel to draft a response, and bring the proposed response back to the full board for approval. Counsel emphasized the ad hoc may not unilaterally order staff to take actions; any board direction to staff must occur in a future public agenda item.
Public comment: Several members of the public urged immediate corrective steps and stricter enforcement of state code and county ordinances; commenters also pressed the board for swifter action on safety‑related recommendations they described as urgent.
Board action: The board unanimously appointed Supervisors Williams and Norville as the ad hoc to draft the county’s response.
