Reno County adopts amended Neighborhood Revitilization Plan to ease city participation

Reno County commissioners voted unanimously to adopt Resolution 2025-19, an amendment to the county's Neighborhood Revitalization Plan, following a public hearing in commission chambers.
County Counselor Patrick Hoffman told commissioners the amendment contains only "some corrective language" to clarify administration and make it easier for cities in the county to join the program. No members of the public offered comment during the hearing.
The amendment does not change the rebate rates or the underlying qualifications for the program, Hoffman said, but aims to simplify processes so smaller cities can participate. Commissioners noted that if a city adopts the plan in addition to the county, qualifying property owners would receive a larger rebate because both the city and county portions of property taxes could be abated.
Commissioners described outreach to other taxing entities as the next step. Commissioner comments urged county representatives to speak with local school boards and Hutchinson Community College about the program because those taxing entities would affect the size of a property owner's rebate. One commissioner said they had already spoken with at least one superintendent and planned additional outreach.
The commission adopted the amended plan by voice vote; the motion passed unanimously.
The amendment moves forward administration-wide and staff said they will continue outreach to cities and other taxing entities to encourage participation and explain how the rebate would work in practice.
