Commission directs staff to modernize preferential‑parking rules and enforcement options

Staff presented a high‑level review of Redondo Beach’s preferential parking permit program and recommended a set of modernization ideas, drawn from peer cities, to address seasonal event impacts, administrative burdens and enforcement limits.

Public Works staff said the current municipal code makes it difficult to create temporary, event‑based preferential zones and that several existing single‑block zones in the city produce perceived unfairness when adjacent blocks lack protection. Staff proposed code changes to give the city manager (or designee) authority to bring forward hearings when petition thresholds are met, allow flexible or seasonal zones (for example, for holiday lighting and festivals), and move from paper stickers to license‑plate‑based, online permits. They also suggested exploring districtwide permit zones (a permit district that covers multiple blocks) and setting limits on the number of one‑day visitor passes issued per address.

Public comment included examples from residents near industrial or commercial uses and questions about how high‑school parking and park‑adjacent parking are treated. Commissioners raised school and park impacts and asked staff to consider prioritizing areas with chronic parking pressure, to develop clearer public guidance and to coordinate with the police department on enforcement and license‑plate reader possibilities.

The commission voted to direct staff to continue developing revisions and to return with more detailed recommendations and potential municipal‑code language for council consideration.
