At a glance: White Plains board approves tax warrant, stop-arm camera agreement, tenure and other routine items

At its June 9 meeting the White Plains City School District Board of Education approved a slate of routine action items, including donations, the 2025–26 tax warrant, participation in the City of White Plains school bus stop-arm enforcement program, tenure recommendations, and a short extension of an interim assistant principal appointment. The board also scheduled first readings for several policy updates, including a revised cell-phone policy required by a new state law.

Donations: The board accepted multiple donations to scholarship and program funds. Major gifts recorded on the meeting record included a $25,000 donation to the Rafaela Panatelli scholarship from Oakland Trading Corporation, $5,000 for the James A. Barrego scholarship, $1,500 from Chestnut Market to White Plains High School, and smaller gifts to memorial funds and music programs. The meeting listed additional donors to the Ed Verte class of 1957 fund and noted an ice-cream donation for a senior celebration at Rochambeau on June 5.

Tax warrant: The board authorized the 2025–26 tax warrant. The motion was made, seconded and approved by voice vote; the public audio records the board responding "Aye." No roll-call tally was read into the public audio.

Stop-arm camera program: The board voted to approve participation in the City of White Plains school bus stop-arm enforcement program, an intergovernmental agreement intended to enhance student safety by enabling enforcement of motorists who fail to stop for school bus stop-arms. The board approved the agreement by motion, second and voice vote.

Personnel and tenure: The board recommended and approved tenure for five administrators and approved an amended extension for the interim assistant principal appointment at White Plains High School (Joseph Spiro) extending the appointment through Nov. 30, 2025. The board also approved award of tenure for five outstanding educators listed in the agenda; those names and roles appear in the public meeting record.

Policies: Several policies were presented for first reading, to return for later action. Superintendent's remarks noted a new state law restricting use of personal devices connected to the internet during instructional time (sometimes described in the meeting as a ban "bell to bell"). The district will bring a revised cell-phone policy for first reading at the board's July meeting after collecting stakeholder feedback; the superintendent described the law as "pretty prescriptive" and said the policy committee will align district rules with state requirements.

Votes and procedural notes: Where the meeting audio records voice votes the board responded "Aye." Several items were moved and seconded with no roll-call tallies read aloud in the public audio. The board recorded routine recognition and retiree certificates during the meeting but took no board action on the public comment concerning a planned staff reassignment during the meeting.
