Syracuse City Council continued a discussion about amendments to the city fee schedule to set fines for noise ordinance violations and for park- and trail-related code violations.
City staff (Steve) told the council the city needs to set specific fee amounts and discussed an escalating schedule for repeat offenders. "We could charge a $100 fee like we have as a noncompliance fee... an escalated fee schedule is essential because you will get people that will make mistakes early on, and you want to be able to be lenient... but you also will have people who just say, 'I don't care,' and pay the fee," Steve said. Councilmembers proposed a tiered approach with higher penalties for willful repeat violations: several members suggested starting at about $100 for a first offense, $250 for a second, $500 for a third, and capping willful repeat offenses at $1,000 in later stages.
The council noted that the city code already caps certain park/trail violation fines at $500 and that the fine schedule should reflect that limit. Councilmembers emphasized the importance of an escalation structure that allows warnings for genuine accidental violations but increases penalties for deliberate, repeated noncompliance that impacts neighbors and park users.
No formal fee change was adopted during the session; staff will prepare fee ordinance language and bring it back for a future vote.
