APCD approves Carl Moyer and Community Air Protection grants totaling roughly $746,240 in awards

The Ventura County Air Pollution Control Board on June 24 approved multiple incentive awards through the Carl Moyer and Community Air Protection (CAP) programs.
Carl Moyer grants: Division manager Tyler Harris told the board staff received 116 applications for the 2024 cycle and recommended approval of three Carl Moyer projects with a combined grant value of $183,304 and a total project cost of $313,236 (including applicant contributions). The Carl Moyer program award for fiscal year 2023–24 was reported as $3,097,541, of which $2,710,348 were designated for projects; the district reported it will use matching funds, including H&S Code funds credited toward the district match.
Community Air Protection grants: The board approved five CAP incentive projects totaling $562,936 in grant awards and a combined project cost of $934,393. The CAP package includes proposals to replace 44 pieces of diesel agricultural equipment, three diesel school buses, and install 42 electric charging stations and related infrastructure; staff said four of the five projects are located in California‑designated disadvantaged or low‑income communities.
Authority and conflicts: Assistant county counsel Francesca Verdin advised the board that some grant recommendations involve the County of Ventura as a potential grantee and noted that board members who are county supervisors are deemed to have a non‑interest under Government Code section 1091.5(a)(9) and therefore may participate in the matter.
Administration and monitoring: Staff said it will execute grant agreements, ensure contract requirements are met before issuing payments, and monitor completed projects according to program guidelines. Staff also said it is still reviewing electric school bus proposals and anticipated returning with further recommendations as remaining funds are identified.
Vote: Both grant packages were approved unanimously. Board members voted aye on each item during voice votes and a roll call was used where required by recommendation thresholds.
Ending: Staff will finalize agreements and move forward with project implementation and monitoring; the board encouraged transparency and timely distribution of program materials to maximize participation and equity benefits.
