Intergovernmental relations office updates committee on state bills and 2026 legislative platform timeline

The Office of Intergovernmental Relations (IGR) briefed the committee on the state legislative calendar, active bills of county interest and plans to begin work on the 2026 legislative platform.
IGR staff Monica Tong and Elaine Trinh summarized bills that touched committee policy areas and noted changes since the last report: several county-engaged bills continue to move through committee (for example, SB 261 and AB 243), one earlier item (SB 496) was no longer moving, and budget negotiations were concluding in Sacramento. IGR said it will continue to monitor those measures and advise the committee and board offices on opportunities to testify or support legislation.
Why it matters: state legislation and the budget can materially affect county programs and funding. IGR said it has begun work on the 2026 legislative platform and will solicit department and board-office input through July and host virtual office hours before going to committee meetings in October and returning to the board for final approval in November.
Supervisor requests included a follow-up briefing on SB 743 (education finance) and IGR indicated staff will prepare an off-agenda report on that measure and other items of interest on request.
The committee voted to receive the monthly state-legislative report.
