Commissioners approve fee waiver to support 204‑unit workforce housing project on Scott Avenue

Douglas County commissioners on June 24 approved a site improvement plan fee waiver for a workforce housing project at 6793 Scott Avenue, granting the applicant an estimated $374,075 in waived planning, engineering and permit fees.
Mike Paseka, principal planner for Planning Services, said the applicant — Ulysses Development Group — has submitted a site improvement plan for a multifamily workforce housing development at the northwest corner of Scott Avenue and State Highway 83. Paseka told the board the waiver request covers planning and engineering review fees, right‑of‑way permit fees and building permit fees, and is discretionary at the board’s direction.
Ahmed Abdul Hamid of Ulysses Development Group told commissioners the fee waiver would improve the project’s financial feasibility, help offset costs of an on‑site three‑acre public park and serve as local match to apply for state funding. He said the project would deliver 204 units and be committed to an average affordability of no greater than 60 percent of area median income (AMI) across units.
Commissioners said workforce housing was an important local priority and supported using the waiver as a financial incentive to expand affordable rental inventory. A motion to approve the waiver was made, seconded and approved by voice vote.
