The Sacramento City Council approved a rezone to permit a 54-unit apartment complex at the northwest corner of West Stockton and Cotton Boulevard, accepting staff's recommendation and the environmental mitigated negative declaration for the project.
Staff said the project includes entitlements under a mitigated negative declaration and a rezone of the property to multifamily, and described the location as close to a college, library and light-rail station — factors staff cited as supporting the rezone. The applicant and engineering team were on hand, and staff and the applicant remained available to answer council questions.
Councilmember Vang acknowledged outreach with neighbors and office hours and moved to open and immediately close the public hearing and move the item to action. There was no public comment on the item. The motion carried with one absence (Vice Mayor Talamantes absent).
The rezone was presented as market-rate housing; staff said there were site-specific conditions of approval listed in the staff report. City staff recommended approval on housing supply grounds and for neighborhood access to transit and services.
Motion to approve the rezone and related entitlements was made by Councilmember Vang and seconded by another councilmember; the council voted to approve the item with one absence. Staff and the applicant will proceed with implementation of the approved entitlements according to the conditions in the staff report.
