Council reviews multiple second-reading items and proposed charter amendments ahead of second readings and ballot placement

Christian Sanchez Gonzalez, senior planner, presented the Marjestone Douglas Preserved comprehensive plan amendment (Ordinance 2025-06). He said the item is at second reading, there were no changes since first reading, no public comments for second reading, and that the State approved the amendment for second reading.
Ms. Cohen presented an amendment to Chapter 1, Article 2 (Ordinance 2025-19) clarifying BTR penalties; staff said the amendment explicitly clarifies that both a 25% penalty and a $250 penalty may be imposed for late payment in applicable circumstances. Staff said the change was prompted by preparation for a recent BTR hearing and one property owner’s interest (an email received), and staff recommended the modest clarifying language to avoid future interpretation disputes.
Ms. Stone presented a charter amendment (Order in December ’17 / second reading) proposing to designate Palm Beach County as the canvassing board—while preserving the village’s ability to convene its own canvassing board when needed. Staff said they revised the ballot summary to address concerns from first reading. Council discussed minor grammatical corrections to the ballot summary language.
Another charter amendment (Ordinance 2025-18) would move the candidate qualifying period into the two-week period in November prior to Thanksgiving so that the village would not need to adopt an ordinance each election cycle. Staff said the supervisor of elections had requested the change for several years; if the charter amendment does not pass, the village may continue to adopt an ordinance each cycle.
Staff presented these items as second-reading or ballot items; the workshop transcript records presentation and limited council discussion but no formal second-reading votes. Staff noted no public comments had been received on the items as of the workshop.
