Village staff recommended awarding a rebid contract for the Village Park (Gulch Park) gym roof replacement to Weather Guard Industries SMJ Metals for $113,693.19.
The recommendation came during the council workshop June 23, when Mr. Delvay told councillors the project involves removing the existing metal roof and installing a new metal roof at Village Park. He said the project was rebid after the original low bidder lacked required roofing certifications and other bidders had missing documentation.
The rebid produced a lower low bid than the first solicitation: the original low bid was $155,843, Delvay said, while the new low bid from Weather Guard Industries is $113,693.19. Delvay said purchasing carried out five reference checks for Weather Guard Industries and that all five returned “top score” results, and he recommended awarding the contract to Weather Guard Industries.
Council members asked whether the village had used the company before; Delvay said he was not aware of prior work for the village. No formal vote was recorded in the workshop transcript; staff presented the recommendation for council authorization.
If the council approves the award (action to be taken at a future formal meeting or by consent), the work will replace the gym’s metal roof as described in the bid documents. The purchasing and user departments canceled the original solicitation in the village’s view of the vendors’ certification and documentation deficiencies and then rebid the project, which produced the lower low bid.
Clarifying details included by staff in the presentation: four responsive bids were received on the rebid; the first solicitation’s apparent low bidder lacked required roofing certifications; purchasing completed five reference checks on Weather Guard Industries and reported top scores on each; the rebid low price was $113,693.19 compared with the earlier $155,843 figure.
Staff did not record a formal contract award vote in the workshop transcript; council action remains necessary to finalize the contract award.
