The Lake Elsinore City Council on Tuesday adopted a five‑year Capital Improvement Plan for fiscal years 2025–26 through 2029–30, approving a resolution after a public hearing and a staff presentation.
Assistant Administrative Services Director Raffety told the council the CIP “includes 76 projects over the next 5 years with a cost of more than $700,000,000.” He said the plan lists expected revenues and expenditures and identifies funding sources including bond funds, reimbursements from other agencies and grant programs.
Councilwoman Johnson moved adoption of the resolution and Councilmember Manos seconded; the motion passed 5–0.
Why it matters: the CIP groups multi‑year capital projects in one document and programs a near‑term funding commitment. Council members said they wanted clearer public information about which projects are already funded and which are on a “wish list” pending grant awards or other funding.
Council members and staff discussed the size of the first‑year program. Councilwoman Johnson asked for clarity about an item in the staff report she read as “$93,000,513” programmed for 2025–26 even though the CIP spans five years. Raffety explained that the figure represents what is programmed for the next fiscal year and that staff will reevaluate funding sources and grant opportunities for the remaining four years as part of annual budgeting.
Council members highlighted several funded projects called out in the staff presentation: paving dirt roads, replacement sidewalks, curbs and gutters, storm drain improvements, a traffic signal at State Route 74 and Gunnerson, completion of the Murrieta Creek Trail from Palomar Street to the levee, and additional improvements to the LaunchPoint lakefront.
The planning commission reviewed the CIP materials and staff said notices and exhibits required by law were on file prior to the hearing. No members of the public spoke at the hearing.
The council closed the public hearing and adopted the resolution at the meeting.
Looking ahead: staff will proceed with programming the first‑year projects and continue to seek grants and reimbursements for later years of the five‑year plan.
