The Planning and Zoning Commission heard from an applicant seeking a specific‑use permit for outside storage at 3920 Interstate Highway 30, a property in the IH‑30 overlay and zoned light industrial.
Staff said building inspections and neighborhood improvement services had notified the property owner in January that outside storage was not permitted without an SUP and that the property also required a certificate of occupancy; staff added the current operator continued to use the site and store equipment without required permits. Slides shown to the commission indicated black mesh attached to the site fence; staff said materials attached to a transparent fence are not permitted under the UDC and that the fence must screen stored equipment to the height of stored items. The code’s baseline screening requirement is masonry wall, though staff described a three‑tier screening approach that has been allowed elsewhere with prior approval, subject to submittal details.
Penny Sherman, representing the property owner, said the business had evolved from a small‑engine repair use to excavation work under a tenant and that the owner was willing to work on fencing and screening options, including revised fencing or gates. Staff told the representative the SUP application must come from the owner/operator and that the application packet must show proposed screening, gate, fire‑lane and other details; staff requested submittal by July 1 to make the July 15 agenda.
No approval was granted at the meeting. Staff advised the property owner and operator to coordinate with staff to provide required submittals demonstrating masonry or equivalent permanent screening and to address outstanding certificate‑of‑occupancy and permitting issues.
