Upland council awards $13.2 million bid for Foothill Boulevard pavement, utility upgrades

The Upland City Council approved a construction contract on June 23 for the Foothill Boulevard Pavement Rehabilitation and Utility Improvements project, awarding the low responsive bid to Gentry Brothers Inc. for a total estimated project cost of $13,210,800.
The work covers Foothill Boulevard from Benson Avenue to Euclid Avenue for paving and from Benson to Readingway for water improvements. The project scope includes new water pipelines, laterals and hydrants; reconstruction of asphalt pavement; replacement of curbs, gutters, sidewalks, curb ramps, driveways and cross gutters; traffic striping and markings; traffic-signal upgrades; and landscaped medians in selected segments. Staff said the first construction activity will be signal upgrades to help mitigate traffic impacts during subsequent work.
City Engineering Manager Bob Critchfield and Senior Engineer Hector Gonzales told the council the city received four bids and found Gentry Brothers to be the lowest responsible, responsive bidder. The contract includes a construction contingency of about 15.5 percent. Staff listed available funding as RMRA (Road Maintenance and Rehabilitation Account), ARPA funds previously approved by the council, the city’s water fund and water bond proceeds, and $4 million contributed by County Supervisors Jesse Armendariz and Kurt Hagman for Foothill improvements.
Gonzales said the city filed Notices of Exemption under CEQA and that bidding complied with California contract code requirements. The estimated construction schedule is about eight months (240 calendar days), weather permitting, and staff said specified nighttime work and phased signal work will be used to reduce daytime disruptions. The presentation noted a non‑mandatory pre‑bid meeting and that contractor notices and community outreach are contract requirements.
Council members asked for details on signal and lighting upgrades (staff said five or six signals along the limits would receive video detection and pedestrian improvements), landscaping in medians, and coordination with Southern California Edison’s undergrounding work. Staff said SCE’s undergrounding (Benson to Central) is an ongoing, separately funded effort (SCE estimate given about $3,000,000) and that phase two of the city’s Foothill project (Benson to Central) is in design and expected to go to bid around spring 2026.
Council voted unanimously to approve the award and contract execution steps. Staff will return with executed bonds, insurance documents and a preconstruction schedule; construction mobilization was described as likely a few months after contract execution.
