Commission approves PD zoning to allow data center development on Miller Road

The Planning and Zoning Commission on June 23 unanimously approved a zoning change and concept plan to create a plan development (PD) district for light industrial uses that explicitly defines and allows data centers on about 157 acres south of the city's limits along Miller Road. The action was paired with an annexation request to bring the property into the city.
Planning staff described the PD as establishing light-industrial standards tailored for data-center uses, including building design, landscaping, screening, parking and building-height provisions modeled on recent industrial PD standards used elsewhere in the city (the Goodland project). Staff said the PD text defines a "data center" as a facility to house collections of servers and associated components for remote data storage, processing and distribution for off‑site users.
Staff reported four letters of written opposition representing three unique addresses east of the project along Miller Road. The Development Review Committee recommended approval and added a condition that cryptocurrency mining be considered a separate use and not permitted within the proposed plan development district.
Ryan Wyrick, representing the applicant, said the DFW market continues to demand data-center capacity and that the parcel is suited to that use; he indicated the developer is building to serve prospective tenants rather than for a single confirmed tenant. Commissioners had brief questions about whether the development group had other data-center projects in the region; Wyrick said the group has experience with multiple DFW data-center developments but declined to list project specifics at the hearing.
Commissioner Angela Lucky Vaughn moved to close public discussion and approve the zoning change and concept plan per DRC recommendations; Commissioner Ty Chapman seconded. The motion passed unanimously. The PD approval includes the DRC condition prohibiting cryptocurrency mining within the PD.
