Edmond council schedules two-day November workshop; members ask for measurable strategy and budget links

Following the midyear update, council members agreed to block Nov. 12'13 for the formal strategic-plan session and requested staff provide clearer implementation steps, metrics and a focus on the budget process.
During the May 20 strategic-plan workshop, councilmembers agreed to schedule a two-day strategic planning workshop on Nov. 12'13 and asked staff to convert the plan from a largely project list into a strategic document with measurable implementation steps and explicit links to the budget.
Councilmembers said they wanted the November session to include short-term and long-term goals, performance metrics to measure progress (for example pavement management and parks maintenance backlogs), and an emphasis on the budget process. One councilmember asked that the first half of a day be used to review the current status of ongoing items and the second half to overhaul and clarify objectives and metrics. Another proposed expanding the workshop into two days to accommodate in-depth discussion of the budget process and revenue and reserve use.
Casey Moore said staff would assemble PDFs of historical strategic-plan documents so councilmembers could review prior versions before November. Moore and other staff agreed to present implementation steps, funding options and recommended metrics at the workshop. Councilmembers and staff also discussed using the new City Center facility as a free venue for the workshop to avoid rental costs.
No formal council action was taken at the May 20 workshop; the Nov. 12'13 dates were agreed to for planning.
