The BK Development Corporation voted unanimously to adopt Resolution 2025‑07, approving the BK Parkway sidewalk and pedestrian crossing improvement project and authorizing expenditure of Highway Safety Improvement Program (HSIP) matching funds for engineering and design.
Staff told the board the project was included in the corporation’s capital improvement commitments and that the city applied for an HSIP grant in 2023; council recently approved using HSIP funds on March 25, 2025. Staff said the resolution covers the engineering and design portion while the HSIP grant will cover construction costs. The project must be let for construction by Dec. 1, 2026, staff said.
Board members pressed staff on right‑of‑way and easement issues. A board member asked whether the city has easements for trail elements; staff said engineers plan to keep work within the public right‑of‑way to avoid private easements when possible but that easements would be acquired if needed. Staff clarified that the right‑of‑way along the corridor of FM 2244 (the 2244 corridor) will fall under TxDOT and that the city has maintenance and construction approval in its right‑of‑way segments.
Staff also said the amount in the resolution covers engineering and design only, which is why it is “such a small number” relative to the total project cost; the grant will cover construction. The board was told design documents need to be ready by July 2026 to meet the grant timeline.
A public commenter, Katharine Burford of the Galleria, spoke during public comment and urged safer pedestrian crossings at the intersections where Bee Cave Parkway meets Bee Cave Road and State Highway 620, citing the need for foot access to the library and referencing pedestrian safety improvements in other cities.
A motion to approve Resolution 2025‑07 carried unanimously.
