The New Castle County Council Finance Committee on June 24 heard first readings for two ordinances to install Arlington LED streetlights and to levy a light tax based on the cost of the street lights in two separate subdivisions; no public comment or committee votes were recorded.
Ordinance 25-081 would provide for installation of Arlington street lights with 100-watt-equivalent LED bulbs in The Reserve at Cavaliers Country Club subdivision in the Christiana Hundred. "This is a long awaited action at the Cavaliers," Councilman Toll said when he introduced the measure, describing the proposal as the committee's standard Arlington street-light installation for a planned development. Committee staff reported there was no public comment online or in the chamber.
Ordinance 25-085 would provide for installation of Arlington street lights with 70-watt-equivalent LED bulbs in the Winchelsea subdivision and a corresponding light tax. Councilman Kaneko said the petition was filed for the Winchelsea subdivision, which he described as located off Jamieson Corner Road near Bayberry and "across the street from the Cowgirl Creamery, for those familiar with it." A councilmember asked why Winchelsea requested 70-watt bulbs rather than the 100-watt fixtures in the Cavaliers proposal; a councilmember responded with a lighthearted comment about the community profiles.
Both items were presented as first ordinances and there was no public comment and no recorded committee vote during the June 24 Finance Committee meeting. The committee moved on after presentation of both petitions.
Votes and formal motions recorded earlier in the session show the committee approved the minutes of its June 10, 2025 meeting; the transcript does not record any committee votes on ordinances 25-081 or 25-085 during this meeting.
