Council approves $36,000 amendment to acquire 18 sewer easements for town center project

The Town of Sellersburg authorized an amendment to its JTL engineering contract to acquire easements needed for the town center sewer project. Mike Harris (JTL) told the council the amendment covers outreach and paperwork for 18 parcels at $2,000 per parcel, a $36,000 total.
Harris said the INDOT guideline estimates around $2,500 per parcel, and the town negotiated $2,000 per parcel to cover property owner contact, multiple meetings, notarized forms and recording. The easements are intended to be obtained now so future sewer construction can proceed without additional delay; Harris emphasized that obtaining easements does not require immediate construction on all the parcels.
Councilor Matt moved and Councilor Scott seconded the contract amendment; the council approved the motion by voice vote. Charlie clarified that the work will ask property owners to donate permanent easements for sewer construction, which Harris said would generally be underground and likely increase property utility access and value.
The council directed staff to proceed with the outreach and noted the funding for the amendment is limited to right-of-way/easement acquisition services rather than construction.
