City outlines four sidewalk and trail projects it will apply for in state and regional funding cycles

Projects the city intends to apply for: Staff highlighted four projects for near‑term applications: - Dinwiddie/Wellington: add curb, gutter and bike lanes between the animal shelter and Wellington Road, and connect with an existing trail; revenue‑sharing application targeted for FY29–FY30 (deadline Sept. 15). - Jackson Avenue sidewalk: ~0.2 mile, five‑foot sidewalk on the east side between Saturday Road and Barnet Street; revenue‑sharing request planned (deadline Sept. 15). - Sanibel Road sidewalk: ~0.2 mile sidewalk plus added sidewalk on nearby streets and a potential pedestrian crossing on Route 28; staff will pursue Transportation Alternatives and revenue sharing depending on timing (deadline Sept. 15). - Railway Trail: a roughly 3‑mile multi‑jurisdiction trail connecting downtown Manassas to the Bull Run Trail in Fairfax County; staff will seek NVTA regional funds (application due Aug. 1 for FY30–31).
Staff noted public outreach is underway or planned for several projects; the Jackson Avenue and Sanibel Road projects were presented to the city’s Annual Bicycle & Pedestrian meeting. Several applications will require letters of local support or match commitments; staff said it will return with required endorsements prior to submission.
Council members asked about project timing and construction constraints (for example, the rail crossing segment depends on Norfolk Southern cooperation). Staff said some segments are complete and the remaining pieces depend on railroad scheduling or final design steps. Council asked for minor pedestrian‑safety improvements near popular photo areas along the rail corridor and staff agreed to explore options.
