Bonner County commissioners said they are intensifying preparation of written reason statements for land‑use decisions to improve legal defensibility and are reviewing ordinance language on conditional‑use permits for cell towers.
A commissioner described working with the planning department and county legal to make the board’s reason statements more robust so decisions withstand legal scrutiny. The board plans to prepare initial draft language for ordinance changes related to conditional‑use permits for cell towers, seek feedback from the planning commission and consider retaining a subject‑matter expert attorney to assist with drafting.
During public comment a resident asked whether the county was considering Andrew Campanelli as an outside legal expert. The commissioner said the county has given that name to county legal and has asked legal to reach out to him and other subject‑matter experts so the county can consider proposals from multiple attorneys.
The board also discussed application completeness for a conditional‑use permit; two commissioners questioned whether an application should be treated as complete based solely on submitted forms or whether substantive content that meets standards should determine completeness. The commissioner said they will request an official legal opinion on the county’s interpretation because completeness affects statutory timelines for decision making.
No ordinance changes or outside legal contracts were adopted at the meeting; the board said next steps include drafting language, legal review and planning‑commission input.
