Council approves up to $29,514 for Green Dot to prepare engineering grant for Lake Street active-transportation work

The Mount Shasta City Council approved a motion on June 23 to provide up to $29,514 for Green Dot Transportation Solutions to prepare a grant application and preliminary engineering (plans, specifications and estimates) for active-transportation improvements on Lake Street.

Todd, a city staff member, told the council the city already has State Transportation Improvement Program (STIP) funding for reconstruction of Lake Street from the on/off ramps to near Rockefeller Drive, and the active-transportation plan recommends bicycle and pedestrian improvements and lane-calming measures for that corridor. Todd said Green Dot completed planning work for the city and is well-placed to prepare a grant application for the engineering work because the firm’s principal formerly served as the region’s LTC director and has contacts at Caltrans District 2.

Councilor Collings moved to approve the funding request; the motion was seconded and passed. The funding will come from gas-tax funds and cover the cost of preparing a detailed scope and a grant application to fund PS&E for active-transportation elements that staff said could fall in the $3 million–$8 million project range once fully scoped.

Todd said the goal is to have PS&E for the active-transportation elements aligned with the PS&E for the reconstruction work so that the improvements are not treated as later add-ons that would then need demolition or rework.

Votes at the meeting: the motion to approve funding “not to exceed $29,514 for Green Dot Transportation to prepare a grant application for engineering, active transportation improvements on Lake Street” passed with the council recording ayes and no opposition.

Ending: Staff will work with Green Dot on the grant application and scope and return to the council as grant and PS&E work progress.
